New Grant Funding For Community Groups
Leicestershire County Council is urging community groups to help celebrate the New Year by bidding for cash from a new grant fund. The one-off scheme offers smaller groups and voluntary organisations the chance to apply for grants of up to £100. Any group with an annual turnover of less than £25,000 and with a group bank account can apply. Applications can only be made on line. The closing date for applications is Friday 23rd February 2007.

A number of major planning and environmental issues will be considered in the year ahead including:-

* Park & Ride Site at Enderby-It is expected that the park and ride planning application will be considered by the County Council’s Development Control and Regulatory Board on Thursday 18 January 2007.
* East Midlands Regional Plan (Braunstone Town Council has objected to proposals to build 340 new houses a year on land west of the M1). Representations to be considered by an independant Panel at an Examination in Public due to be held in May 2007.
* Blaby District Local Development Framework (Core Strategy to be submitted by 31st March 2007)
* Thorpe Astley Community Centre
* Foxholes Spinney Project

Flooding Drop-in Session 22nd February 2007
On the 22nd February the Environment Agency will be holding a drop in session for Braunstone residents concerned about flooding in the local area.
The Environment Agency is the principle flood risk management operating authority in England and Wales, responsible for building, maintaining and operating flood defences and for flood warning, including issuing warnings to the public.
Although Braunstone has not been flooded recently by the River Soar, river levels did come close to properties in Easter 1998 and Braunstone Lane East became impassable to traffic during the November 2000 Flood Event.
The drop in session on the 22nd February will include members of the Flood Risk Management Team based in the Lower Trent Area (including Leicestershire), who will be available to answer any queries residents may have from 5pm to 7pm at Braunstone Town Civic Centre.

Vacancy for a Community Governor at Ravenhurst School.(27/11/06)
Are you concerned about children’s education? Would you like to take a lead in the community? Do you have some time to offer as a volunteer? Then here is your opportunity to become a Community Governor at Ravenhurst School.
Governors have an important role in the Leadership and Management of the school working with the Headteacher and staff to support and encourage the development of the school for every child. As well as the necessary meetings it is important for a Governor to get to know the school through planned visits. Training is available and there is a lot of information and advice through websites and newsletters.
Sheila Stevenson, who has been one of our Community Governors and our Chair of Governors is leaving us in the new year. We would like to thank Sheila for all her hard work and commitment to the school. She will be missed both in school and in the community.

There has been several distraction burglaries occurring across the west area. The most recent occurred in Blaby, Braunstone and New Parks.
It appears that 2 males are posing to be from the Waterboard.

Library - Good news for Braunstone Town !
Work will start shortly in Braunstone Town on a new library to replace the current building on Welcombe Avenue, at a cost of £620,000. Building will commence in February 2007 on a site adjacent to the Civic Centre. This new library is one of over 20 new and refurbished libraries planned by the County Council between 2005 and 2009. The results of local consultation have helped in making this community facility answer the needs of people living in the area – community information, a range of books, newspapers and DVDs in various formats, homework support and space to study. We welcome any ongoing comments about how we can improve the service in the new library.
Cllr. Phil Fox Chair of Braunstone Town Councils Community Development Committee commented that the Town Council is delighted that the County Council has decided to relocate the library service to the Civic Centre site. We look forward to working in partnership with the County Council in continuing to offer a wider range of services at local level. Locating the existing Civic Centre, Connect Joint Service Shop and Library Services all together at one site will offer many advantages for all
concerned.

Press Release from Highways Agency with regard to M1/M69 Link Road (15/11/06)
Due to the time needed to consider the number of responses and constructive suggestions received from the public, the public consultation for the M69 link roads on the M1 at Junction 21 is likely to be held in early 2007, following completion of further studies of a number of potential options for the project.
Local residents will be able to view all the options that are being considered by the Highways Agency and explanations of each of the options will be provided. The Highways Agency will also show the option it feels best addresses the issues raised by the public and key stakeholders in the earlier stages of consultation. This will be displayed as the Agency's favoured option based on current information and comment.
The public consultation process is a crucial element of the M1 widening project, allowing members of the public to input their views to the Highways Agency team.
Tony Turton, project leader for the Highways Agency said:
“We have listened to the views of local residents and we are considering all comments. There were no firm plans for the M69 link road when we presented to residents earlier this year. Our aim was to get local feedback to allow us to develop the best options in more detail. This aim has been achieved and we are using that information in the development of the project.”
The dates for the public consultation will be announced as soon as the Highways Agency has completed all of the necessary studies.
The Highways Agency is concerned about the distress caused to residents by the distribution of unofficial sketches and proposals of the scheme and would like to assure residents that no decisions will be made until after the public consultation and after all comments and suggestions have been carefully considered.
The dates and venues for the consultation will be displayed on the Highways Agency’s internet site, local parish council newsletters and advertised via a poster campaign in the local areas. Incidents of Damage to Motor Vehicles at Lubbesthorpe Way (10/11/06)
Officers at Braunstone Local Policing Unit are advising motorists to be vigilant along the A563 after some incidents of damage to motor vehicles.
Local Officers have received more than 20 reports of objects being thrown from the bridge on Hand Avenue and Braunstone Lane on the A563, Lubbesthorpe Way, Braunstone.
PC Simon O’Connell is the local beat officer, he said: “We have received a number of reports of vehicles being damaged by stones and luckily no one has been seriously injured so far. We would advise motorists to remain alert and vigilant when approaching road bridges and be cautious when driving underneath them.”
“ We would also ask the perpetrators of these incidents to think about their actions and possible consequences. Throwing objects from road bridges is a very dangerous practice, which causes a hazard and a danger to road users. Serious damage could have been made to these vehicles or event a serious risk to life.”
A 14 year old youth has been arrested in connection with these incidents and released on police bail pending further enquiries.

REMEMBRANCE SUNDAY - Town Mayor to attend
Braunstone Town Mayor Mrs Sam Maxwell has accepted an invitation to attend the annual Remembrance Day Service at St Peters Church on Sunday 12th November at 10.45 a.m. She will lay a poppy wreath bearing the Town Coat of Arms . After the Service Mrs Maxwell will host a reception for ex service personnel at Braunstone Civic Centre.

CRAFT FAIR 19th NOVEMBER
Braunstone Civic Centre has two events to get everyone in the mood for Christmas. On Friday 10th November the Kingsway Flower Club, in partnership with Braunstone Town Council, are hosting a demonstration of flower arrangements for the festive season. Come along and be amazed at the beautiful flower displays that are created before your very eyes whilst being entertained by Mr Andrew Lloyd, national flower demonstrator and florist. There will be sales table, tombola and a raffle of some of the displays created on the night. Net proceeds from the event will be donated to the Kingsway Flower Club.
Tickets are £6.00 and the evening starts at 7.30pm.
On Sunday 19th November a Christmas Craft Fair has been organised at Braunstone Civic Centre. There will be over 30 stalls selling a wide range of crafts and goods for those last minute, unusual presents. Stalls include cards, knitted crafts, embroidery, crystals, jewellery, soap craft, dough craft, tombola, cake stalls, quilting/patchwork, stationery, flower arrangements, chocolate gifts plus many more. The craft fair is open 11.00am till 2.00pm and entrance is 50p adults and 30p children. Refreshments will be available during the day. Net proceeds from the Fair will be donated to the Town Mayor’s Charity – the National Eczema Society.

THORPE ASTLEY
A satellite navigation system was stolen from a vehicle on Netherfield Way, Thorpe Astley between 4.30pm and 4.50pm on Saturday 4th November.Entry was gained by smashing a window.
Please make sure you remove all items from your vehicle whilst leaving it unattended.
EVESHAM ROAD
There has been a number of thefts of motor vehicles during the weekend. Police are appealing for any witnesses to the following theft: A blue Peugeot 206 hatchback registration mark V353ORW was stolen from Evesham Road, Braunstone between 7.30am and 8.15am on Friday 3rd November.

Flooding - Important Information
RIVER SOAR - The Environment Agency - Flood Risk Management Strategy
The Environment Agency has recently published its Flood Risk Management Strategy which shows the areas at risk from flooding in the South Leicestershire area. The shaded areas on the plan show the extent of the areas at risk. Lubbesthorpe Brook
There were incidents of local flooding on Lubbesthorpe Road
in the Autumn of 2001 and Lubbesthorpe Road and Thorpe Astley in August 2005. This followed a period of prolonged heavy rainfall following a long dry spell. Compacted ground at Thorpe Astley and debris in the brook contributed to the problems.
Local Flood Warden Scheme
The Environment Agency has contacted the Town Council with a view to it introducing a Flood Warden Scheme. It is envisaged that Flood Wardens would assist our parishioners to be prepared for flooding, build and maintain awareness of flood risk and assist vulnerable individuals in the event that it is required in a flood situation. Blaby District Council - Flood Fair
Blaby District Council is organising a Flood Fair (date to be confirmed) to bring together local councils and residents to better understand the risks that flooding presents to their homes, businesses and livelihoods. Through this Flood Fair it is hoped that people will realise that in a flood event, local Councils will not be able to protect them all from the flood and that they will need to work individually and as groups to protect their own communities. The Environment Agency has already approached Parish Councils about establishing Flood Warden Schemes, but the Flood Fair will emphasis this and illustrate work that Wardens can do. By working in this way local communities, supported by Parish, District and County Councils, are likely to be better able to protect themselves from the worst effects of future deluges.

Town Council to Install Multi-sports Play Equipment at Holmfield Park
The Town Council has placed an order for a Multi-sports play area at Holmfield Park as part of its refurbishment programme. Works are expected to commence shortly in installing the equipment which will offer basketball and mini-football facilities.

ARSON ATTACKS - POLICE NEED YOUR HELP (3/10/06)
Officers from Braunstone local policing unit are appealing for witnesses following a spate of arson attacks.In just six days, seven fires have been started deliberately in the area causing over £100,000 of damage.Witnesses are being sought to the following incidents:
Tuesday September 26 - at 8pm officers were called to a fire in the grounds of Kingsway Primary School in Braunstone. A wooden shed was deliberately set on fire causing over a thousand pounds worth of damage.
Tuesday September 26 – at 8.30pm officers received a report of grass on fire in a field on Goodheart Way in Thorpe Astley.
Tuesday September 26 – at 10.20pm a fire was deliberately started at a garage on St Mary’s Avenue in Braunstone. Seven vehicles, none of which were roadworthy, were damaged.
Wednesday September 27 – at 8.55pm a wheelie bin was set of fire on St Mary’s Way, near to St Mary’s Hall.
Sunday October 1 – at midnight two bicycles were set on fire on Gooding Avenue in Braunstone.
Sunday October 1 – at 4pm a burnt out vehicle was reported on Hopefield Road.
Sunday October 1 – at 7.40pm officers were called to South Avenue in Leicester Forest East. A fire had been deliberately started on the ground floor of a property under construction by Persimmon Homes.
PC Simon O’Connell, neighbourhood beat officer for Thorpe Astley, said: “All of these incidents happened within about a mile radius of each other, and in each case the fire was started deliberately.
“Luckily no one was injured in any of the incidents but tens of thousands of pounds worth of damage was caused, as was considerable distress to members of the community.
“We are currently investigating these incidents and are appealing for any witnesses to come forward. It is vital that we put a stop to this mindless damage before someone is seriously injured.”

Town Councillors attend official launch of Artwork at Grove Park
Braunstone Town Councillors, Mr Roy Dixon, Mr Phil Fox and Leader of the Council Mrs Jo Fox were delighted to represent the Town Council at the official launch of the artwork at Grove Business Park on 26th September 2006. The artwork is becoming a recognisable landmark in the area.
NEIGHBOURHOOD WATCH OPEN DAY at Force HQ Enderby on Saturday 7th October from 10 am to 4 pm.
Following its extremely successful launch in March 2006, Leicestershire & Rutland County NHW Association, in partnership with the Police are holding a NEIGHBOURHOOD WATCH OPEN DAY at Force HQ Enderby on Saturday 7th October from 10 am to 4 pm. There will be Neighbourhood Watch Representatives and Police Staff from each Policing District as well as representatives from other groups and reputable security companies. There will also be two informative talks on dealing with distraction burglary (10.30am and 2.30pm) and anti social behaviour (10.30am or 2.30 pm). Park & Ride Site linked to Narborough Road South Improvements
Braunstone Town Councils Plans & Environment Committee Meeting held on 21st September 2006 received a presentation on the proposed Park & Ride Site to be located at Enderby (opposite the Police HQ)
A report will be submitted to the County Councils Cabinet on 3rd October 2006 seeking approval to submit a detailed planning application
PARK & RIDE
The principal features of the park and ride site are:
1000 parking spaces including 47 disabled badge holder parking bays, A central terminal building providing a high quality waiting facility, toilet and baby change facilities. Bus route corridor and improvements (Lubbesthorpe Way (outer ring road) and then the A47 Hinckley Road to the City centre. On-board bus-detection equipment providing priority for the bus service at signal junctions on the route wherever possible. A new park and ride bus terminus at St Nicholas Place, for passengers using the Enderby service and to accommodate the Meynells Gorse park and ride
service, when relocated as a result of pedestrianisation of Leicester High Street, expected in 2007. Extensions to the park and ride bus route are under consideration to make connections to the council offices, Leicester Royal Infirmary, railway station and other key destinations within the city centre.
At previous meetings, with officers from the County Council, Braunstone Town Councillors had expressed concern about the proposed site becoming an overspill car park for Fosse Park etc. To address these concerns entry/exit barriers will be fitted at which tickets for travel will be issued. These tickets will be validated during bus travel. By applying significant penalty charges for ticket holders who do not use the bus service the system will provide a strong deterrent to parking on the site in order to gain access to Fosse Park.
Measures to alleviate existing problems affecting Enderby and Braunstone Town are being developed alongside park and ride. These measures include: Foxhunter Roundabout junction improvement, Environmental Improvements on A5460 Narborough Road South between the ASDA and Posthouse junctions , small-scale improvements to the Fosse Park (Asda) and Everards islands, the details of which have not yet been resolved. Consultation on these measures will be completed prior to implementation.
NARBOROUGH ROAD SOUTH
A preliminary design has been developed for corridor environmental improvements for the A5460 between the B4114 (Asda Roundabout) and the Braunstone Lane (Post House Hotel) junctions. Improvements are intended to reduce the environmental impacts resulting from the high volume of traffic using this corridor.
The key proposals are:
a) Reduction in lane width of both the dual carriageway and service roads providing additional width on the central island for localised landscaping.
b) Renewal of the existing fencing to complement the proposed landscaping scheme.
c) Measures to improve observance by drivers of appropriate speeds on the dual carriageway.
d) Possible introduction of low noise surfacing material on the dual carriageway.
The benefit of these proposals is to reduce the environmental impact of the road corridor for local residents and drivers. A budgetary estimate for these improvements, subject to detailed design, is £1.55M.
Everards and Fosse Park Islands
Small-scale improvements to these islands are planned, to ease traffic flows further and bring further improvements to their casualty record, over and above the steps already taken.

Thorpe Astley Licensed Bar Refurbished (19/09/06)
As part of the Council’s Capital Projects for 2006/2007 the Civic Centre’s Thorpe Astley Licensed Bar has recently been refurbished. Braunstone Town Library - Details of Planning Application Published
Proposed New Library Building – Braunstone Civic Centre, to include Ramp, Car Parking, Footpath and Modified Land.
A revised Planning Application has been received for the new Library Building at the Braunstone Civic Centre. Attempted Break in Mossdale Meadows on 22/8/06 - Appeal for Information

There have been a number of distraction burglaries across the West area, the offenders claim that they are from the Waterboard to gain access to properties.
The 2 males have been seen in a dark coloured BMW, they have previously been seen in silver and dark coloured Skoda

Following a spate of accidents and thousands of complaints, police forces are cracking down on the misuse of the noisy, tiny motorcycles.
New Beat Officers Neighbourhood Priorities (8/8/06)

Your new Beat Officer for Braunstone Town is PC 4451 Sonja Freestone, PC Brown has been promoted to Sgt and moved on to New Parks. This message is from Sonja in regard to her new Neighbourhood Priorities.
Firstly action in relation to parking problems. The Grove Park situation has been resolved by yellow lines and parking tickets.
2. Reduction of public order particularly at night around the Watergate Lane shop area. A "mosquito" device was looked at but no suitable place to locate it could be found. A Police Problem Profile was carried out and is still on going to reduce problems in Kingsway, Henley Cresc, Mossdale Meadows, Turnbull Drive, Watergate and Edward Ave. Anti Social behaviour letters have been issued in the first stage of obtaining an Anti Social Behaviour Order on some of the main offenders. Your evidence which can be anonymous. ie you will not be named in any statement, is needed to continue the evidential gathering side to obtain instances of bad behaviour. Please ring Sonja with any info you may have. Remember its non attributable, so no repercussions.
3. Increased patrols around schools particularly in Ravenhurst Rd around pick up and drop off times when schools are in attendance.
4. Sonja needs evidence regarding the mini moto and wreck motor bikes which are around Mossdale and Ayston Rd. Info is needed for seizure and ASB letters to be sent to offenders.

637 Bus
On 1st and 8th August young people in Braunstone Town enjoyed the activities provided by the 637 Bus at Franklin Park. The Double Decker bus puts on arts & crafts, sports sessions, Karaoke, etc and was once again well attended. We will keep you informed of when the Bus is due to return.
Speeding Problem at Thorpe Astley
PC Simon O’Connell, beat officer for the Thorpe Astley neighbourhood beat has had a mixed response to a recent initiative to reduce speeding in the area.
Speeding has become a relatively big problem in the area and police have been working hard to tackle this. Following close work with the Safety Camera Partnership, PC O’Connell placed grey speeding monitoring boxes along Foxon Way and Murby Way, which have collected differing results.
A box was put out on Foxon Way between Monday June 26 – Wednesday June 28, 06. The box found that 53.4% were travelling above the speed limit and 21.9% were travelling above the ACPO (Association of Chief Police Officers) threshold of 10% + 2mph. This represented good compliance with the speed limit and officers have decided that no further action will be taken.
The box on Murby Way, however, was placed there from Friday May 26 – Tuesday May 30, 06 and found that 63.9% were breaking the speed limit and 31.6% were travelling above the ACPO threshold of 10% + 2mph. This represented poor compliance with the speed limit and officers from the Road Policing Unit are now looking to undertake some enforcement in the area.
PC Simon O’Connell said: “It is important that people remember how dangerous speeding can be. Too many people are flouting the law and are putting themselves and the lives of others at risk.
“I would encourage people to be aware of the speed they are driving at through Thorpe Astley and would ask that they adhere to the speed limits that are in place, as they are there for a reason.”
Former Town Mayor presents cheques to Youth Groups from his Youth Fund (07/07/06)
You may recall that in May we published details of Councillor Mr Reyat’s Youth Fund raised during his term in office during 2003/2004 and invited local groups to submit ideas for activities for which the Fund could support. There was a positive response from local groups and following careful consideration, Mr Reyat was delighted to make funding available to the following groups.
The groups were welcomed to the meeting of the Full Council to receive their cheques and the Town Council wishes them all well in their activities. We hope you agree that the funding has opened up opportunities for young people that would not have normally been available to them.

4th Leicester Scout Group - £800 towards a trip to London and overnight stay on HMS Belfast - The Youth Fund will enable up to 40 beavers, cubs and scouts to enjoy a once in a lifetime trip to London including an overnight stay on the HMS Belfast, and visit to the London Eye and top Museums.
Braunstone Town Youth Council – £400 towards a Performing Arts Project - This project involves an 8 week period 2.5 hour sessions of workshops for 11-16 year olds and will be held at Winstanley Community College. It is hoped that the workshops will result in the production of a piece of performing art that acts out an issue that impacts on young people’s lives and will be performed by the youngsters at various locations around the Town. The project is aimed at building confidence and developing creative skills in young people.
3rd Braunstone Town Guides - £1,500 towards camping equipment - This Guide Group has been limited to the number of members that can enjoy camping trips due to the lack of equipment. Mr Reyat was
delighted to be able contribute to the purchase of much needed new equipment, including large mess tents, gas cookers, sitters and tables to allow more 11-16 year olds to enjoy this activity.
…..There is still money available in the Youth Fund pot and if you are inspired by any of the ideas, please do not hesitate to write to Mr Reyat at the Town Council’s offices. Remember, the more young people from Braunstone Town that can benefit the better.

Members of the local beat team for the Thorpe Astley neighbourhood is to hold a mobile phone marking event at the Hollywood Bowl on the Meridian Leisure Park on Thursday 20 July.

M1 to the M69 Southbound Link (10/7/06)
At the Meeting held on 6th July 2006 Braunstone Town Council confirmed its objections to any proposals to demolish the Motorway Service area and the relocation of the link roads further south. The Council believes that this suggestion would result in a significantly detrimental effect on a high number of properties in Braunstone Town (including Thorpe Astley). The Council argues that to move the link in a southbound direction would obviously have a much higher detrimental effect, in terms of air pollution and noise, on a greater number of families and also the proposed new community facilities at Thorpe Astley.
HIGHWAYS AGENCY
The Highways Agency has extended the period of consultation on the M1/M69 link. Braunstone Town Council has requested that the Agency mount an exhibition/consultation exercise within the Town so that local residents have an opportunity to consider the full implications of the proposals . Beat officers hold police surgeries at Civic Centre on 19th and 29th July 2006 (Issued 7/7/06)
Providing the highest possible quality of service and getting personal with communities continues to be the aim of the neighbourhood policing teams around Braunstone.
Police beat surgeries are an excellent way of keeping in touch with local issues and local concerns. The meetings give members of the public an opportunity to receive confidential advice on crime, security, drugs issues, crime prevention and general advice on any concerns that they may wish to raise.

Thorpe Astley Summer Fair - Sunday 2nd July 2006
The Summer Fair will be held between 1pm and 4pm on the Village Green , adjacent to Darien Way. The event will be officially opened by our Town Mayor Mrs Sam Maxwell. Activities include bouncy castles, games, candy floss ice cream and sweets. There will also be exhibitions and displays with Leicester sights and sounds.
COMMUNITY CENTRE - Initial plans will also be available showing the proposed new community centre on Lakin Drive. Local residents will be able to feedback their comments and ideas before the final plans are prepared.
Merger of Police Forces - What are your views?

M1 widening/M69 link (16/6/06)
Plans showing the proposed M1 widening/M69 link will be considered at next Thursday's Meeting of Braunstone Town Councils Plans & Environment Committee. Any observations have to be forwarded to the Highways Agency before 28th June 2006.
Lighting Columns to be Replaced (14/06/06)
The Town Council has received a number of calls from residents regarding lighting columns. We have been advised that the County Council will be replacing all the lighting columns at the following locations:-

Play Area Improvements Go Ahead This Week (12/6/06)
Contractors will commence installing the new play equipment at Holmfield Park this week. The improvements include a spiders web climbing frame, swings, new fencing to the play area and a meeting point. The equipment is being provided following extensive consultations with local residents. The Parish Plan Survey also highlighted as need for equipment aimed at older children.
Progress on Thorpe Astley Community Centre (9/6/06)
Several meetings of the Thorpe Astley Community Centre Advisory Group have been held to discuss the proposed community facility to be built on Larkin Drive.
The District Councils Head Of Planning & Development Services - Mr. Phil Clarke reported that a budget of £750,000 was available - this had been secured through developer funding. Design consultants Messrs Pick Everard had been appointed - work on the new building could start in September 2007.
Members of the Advisory Group have recently visited village halls at Waltham on the Wolds, Thurmaston and Broughton Astley. Following the visits the design consultants have been given an initial brief and plans should be available in time for the Thorpe Astley Summer Fair on 2nd July 2006. The plans will be displayed and local residents invited to submit their views.
However the Advisory Group were disappointed that the PCT would be unable to progress a local doctors surgery in tandem with the community facility.

Library Plans to be revised (9/6/06)
The Planning Application by Leicestershire County Council for a new Library on the corner of Welcome Avenue was withdrawn on 2nd June 2006 App. No. 06/0339/01. Officials from County Hall have had discussions with Town Councillors to find an alternative location within the Civic Centre Site.New plans will be prepared in the near future.
Action Against Anti Social Behaviour
A police crackdown on anti-social behaviour is underway in the Braunstone Town area. The Town Council has received information about incidents in the Monica Road area and these have been passed onto the Police.

Local Residents join forces to help improve Holmfield Park
Local Residents have joined forces to form a 'Friends of Holmfield Park Group' . The group hope to organise an event in August to celebrate the completion of the first phase of the improvement scheme. The next meeting of the group will take place at the Braunstone West Social Centre on 15th June 2006. (7.30pm)
Braunstone Town Council has ordered the following new equipment to be installed at Holmfield Park in the near future :
Toddlers’ Cradle-swings within the play area, Spiders Web climbing frame, Mini-football goals, New fencing to the play area, Mini-football goals, Access Barriers, including one at Park Drive, A picnic table had been ordered for near the Thorpe Astley entrance, 2 bench seats, Community seat, Installation of new footpaths.
The Friends of HP Group hope to start raising funds for the second phase of the scheme which could include a Multi Games Area.

Bench Seat Removed to discourage anti social behaviour in Watergate Lane
The Town Council hope that the removal of the bench seat outside the Watergate Lane Shops will help to discourage anti social and unruly behaviour. Visitors to the shops have felt intimidated by large groups of youths gathering in the area. There have also been escalating incidents in the Kingsway area which are most likely related. The Police are aware of the situation and have implemented a series of measure to help combat the problem . There have been high profile patrols over the last few weeks which has resulted in 5 arrests , 13 Anti social behaviour letters sent to parents, two motor bikes recovered from Mossdale Meadows, Alcohol recovered from numerous groups of under age drinkers.
Local Agencies such as the Town Council are committed to working in partnership with the Police to try and counter the ongoing problems.

Holmfield Park Alcohol Ban successful in reducing anti social behaviour
Members of the Town Councils Community Development Committee recently received a report which highlighted the success of an alcohol banning order covering Holmfield Park. There has been a real reduction in anti social behaviour in the area as a result of the ban.
The effect of the Order is that a police officer has the power to require a person in the area not to drink alcohol where the officer believes that the person is, has or intends to do so. The officer can also require the person to surrender any alcohol. Failure to comply with the officer’s request without reasonable excuse will be an arrestable offence.

IMPORTANT NOTICE - Interruption to Your Water Supply
The Town Council has received notice from Severn Trent Water that the water supply to the Braunstone Town area will be interrupted at the following times:-
Thursday 25th May 2006 from 10.00pm to 6.00pm.
Monday 29th May 2006 from 10.00pm to 6.00pm.
If you have any specific or personal issues relating to the above, please call Severn Trent Water's Customer Contact Centre on 0800 783 4444.
Severn Trent Water advise that following the times indicated to run your tap slowly until any colouration clears, however discolouration poses no risk to health and the water quality is safe.
However they say that you should take the following steps:-
Make sure that your internal stop taps are in the full open position.
Don't use any water either from the hot or cold taps, or flush toilets/WC during the period of the works,
Adiditionally, avoid operating any water-using devices such as automatic washing machines until you are happy that the water is clear. This will minimise the potential for stained laundry in the event of any short-term discolouration.
Run your kitchen tap (cold water only) at a gentle flow for about twenty minutes following the works.
T-Mobile Telephone Mast refused
The Town Council has been advised that the application for a T-Mobile telephone mast at the Kingsway Central Reservation has been refused by Blaby District Council.
Update 12/7/06
The applicants have appealed against the District Councils decision to refuse the application. The appeal will be determined by an inspector appointed by the Planning Inspectorate, 3/18b Eagle Wing, Temple Quay House, 2 The Sqaure , Temple Quay, Bristol ( Ref App/T2405/A/06/2017072/NWF)
Street Lighting at Wilnicott Road
Local residents have kindly reported faulty street lights at Wilnicott Road. We have reported this to Leicestershire County Council and they have advised us that they have new columns on order and will then need to arrange with the Electricity Board to replace the existing ones. They could not therefore confirm when they would be up and running but hoped that it would be as soon as possible.
Civic Centre - Total Smoking Ban to be introduced
The Council has agreed to introduce a total smoking ban in all areas of Braunstone Civic Centre from 10th July 2006.
The bar contract is due for renewal on this date and it was felt that this would be a suitable time to introduce a smoking ban at the Centre. The Thorpe Astley Bar area is also due to be refurbished in the near future. In any event the Governments nationwide ban on smoking in public places will come into effect in 2007. The Council undertook a Survey which demonstrated 71% of respondents/civic centre users supported a total smoking ban be introduced with immediate effect.
Leicestershire County Council - Annual Highway Safety Inspection
If you are aware of any areas of carriageways, footways or verges in the Braunstone Town area that are in need of improvement or repair, please let us know at the Town Council and we will compile a list to put forward to Leicestershire County Council to include in its future maintenance programme.

Enforcement of Lorry Weight Restrictions
There is a change in the way weight restrictions (lorry bans) are being enforced on Leicestershire roads.
Up until now, the County Council's Trading Standards service has been responsible for enforcement. This has helped to keep heavy lorries off unsuitable roads. However, the police are now taking this responsibility on. Unlike Trading Standards, the police can stop vehicles and issue on-the-spot penalties.
Any customer reports about heavy lorries abusing weight restrictions should therefore be passed or referred to the police.
The preferred method of contact is via a special e-mail address: weight.restricted@leicestershire.pnn.police.uk
Alternatively, customers can be referred to the main police number: 0116 2222222, where staff have been appropriately briefed (A direct number is not being publicised since the Team undertaking enforcement will be out most of the time so they cannot guarantee a direct number would be answered).

TEMPORARY ROAD CLOSURE OF:
BRAUNSTONE LANE, BRAUNSTONE 6th/7th May
Leicestershire County Council has granted the temporary closure of the above road.The closure is required between Beech Drive and St Mary’s Avenue.The road will be closed from 0700 hours on Saturday 6th May, 2006 until 2300 hours on Sunday 7th May, 2006.This will enable Drain Technicians UK to safely carry out sewer repairs.

M1 JUNCTION 21/M69/A5460 LEICESTER
£2.8 M SCHEME TO CUT CONGESTION AND BOOST SAFETY
Work to cut congestion and improve safety at junction 21 of the M1 where it meets the M69 and A5460, Leicester, begins on Monday 24 April and is due to be substantially completed by the end of November.
A new segregated left-turn will be added from the A5460 to the M1 southbound entry slip road, the roundabout at the junction partially widened and high friction road surfacing added.
New efficient, full-time traffic signals will be installed on the roundabout junction with the M1 southbound exit sliproad, the M1 northbound exit sliproad and the A5460 entry.
Street lighting will be replaced and signing and safety barriers improved.
There will be variable lane closures on the roundabout, the M1 entry and exit sliproads, the M69 and the A5460 with occasional overnight closures of the junction. There will be no work on the M1 itself.
Work will be carried out between 10am and 3.30pm Monday to Saturday, although some work will be necessary outside these times and there will be some overnight work between 8pm and 6am on Monday to Fridays.
There will be a 30mph speed limit on the roundabout and its approaches for safety reasons, lane closures and some full road closures.

The £2.8million work is being carried out by Geoffrey Osbourne Limited, supervised by Optima Infrastructure Management, on behalf of the Highways Agency.

Leicestershire County Council has granted the temporary restriction of the above road.The restriction is required between ‘Asda Island’ and M1 slip roads and slip road entry from A563.The road will be restricted from 0700 hours on Monday 24th April, 2006 for approximately 8 months.This will enable Optima Infrastructure Management to safely carry out M1/M69 Junction improvements.

In 2003/2004, as Town Mayor, I chose to create a Youth Fund and raised a total of £9,072.87. My aim is to encourage young people in Braunstone Town to try new activities that are not normally available to them or to assist them in a project.
The money is there – I just need your ideas on how it can be used to make a difference to young people, from toddlers to 16 year olds, in Braunstone Town. I’ve listed above some of the projects I would like to support but if you have any other exciting ideas, I would like to hear from you. Whether you are a youth leader or member, run an activity/workshop, a teacher or run a play group, have a think about it and get back to me at the Town Council’s offices with your ideas, providing the following details below, by 31st May 2006.

Plans are being finalised for Phase 1 of the improvement scheme - this will include new swings, a 'spiders web' climbing frame, mini football pitch, seats , pathways and access barriers. ENVIRONMENT AGENCY TO BRIGHTEN UP THE BROOK
From 1 April 2005 the Environment Agency took over management of the Lubbesthorpe Brook.We carried out a survey along the brook and talked to the local authority,Blaby District Council,who previously managed the watercourse.
The survey and our discussions with the council revealed that there are several problems we need to tackle:
• Dumping of garden rubbish along the brook
• Fly-tipping on the land next to the brook
• Water quality of the brook is poor
• Fences,sheds,bridges and other structures are obstructing the brook’s channel
• The appearance of the brook is poor
• It is difficult to access the brook,,so there are few opportunities for the public to use it for
leisure purposes such as walking
• It is difficult to access the brook to maintain it
• Increased risk of flooding downstream of Lubbesthorpe Way..
What we intend to do
We intend to turn the brook into an asset that the local community can enjoy for leisure and recreation purposes.
How will we do it?
We have set up the Foxholes Spinney project with all of the local authorities that have an interest in the brook and the environment around it.We are working together to improve the brook and the access to and along it.
What can you do?
We are holding a surgery at the Braunstone West Social Centre on 3 April at 7.00pm.Please come along and give us your ideas for improving the brook and the environment along it.As members of this
community we want you to be involved and give us your views on what you would like us to do.

Civic Centre Recycling Banks to be removed at the end of March. (24/3/06)
Due to the introduction of kerbside collection and the need to create more parking spaces at the Civic Centre, the Town Council has asked the District Council to remove the recycling banks.The nearest banks are now located at the Asda store at Fosse Park. Recycling banks are also located at Marks & Spencers at Fosse Park, and Sainsburys at Grove Farm Triangle. We apologise for any inconvenience that this may cause.
M1 Widening and Improvements (23/3/06)
The Highways Agency are currently consulting on proposals to widen the M1 to four lanes between Junction 21 and 30 . Junction improvements are planned together with a new link to the M69. The indicative programme suggests that work could commence in 2009/10. There will be a public exhibition/consultation event at Kirby Muxloe Village Hall , Station Road on Friday 7th April from 14.00 to 20.00 - There is also a Questionnaire available at :-
Park & Ride Update (20/3/06)
On 28th February Leicester County Councils Highways Committee noted the report on the Leicester Park and Ride Scheme.
That the Committee believes:
(i) that the case for inclusion of the scheme in the second Local Transport Plan, and for pushing forward with its development as quickly as possible, has been demonstrated to be sound.
(ii) that it will be essential to move the scheme forward in parallel with other measures to help allay local concerns.
Leicestershire County Councils Cabinet Meeting on 7th March requested that the following measures be included on the second Local Transport Plan:-
(a) the proposal to construct a park and ride car park on a site to the west of the police headquarters at Enderby:
(b) measures to alleviate existing traffic problems affecting Enderby, Braunstone and elsewhere in the locality.
ARSON AND CRIMINAL DAMAGE ATTACK AT MOSSDALE MEADOWS
Play equipment on Mossdale Meadows has again been set alight and vandalised. The damage was discovered on 16th March 2006. This is the second incident this week. Did you witness any unusual activity on the park around that date?

Plans & Environment Committee makes observations on planning application by T Mobile for 12m high replica telegraph pole with 3 no. shrouded antennae, equipment cabinet and ancillary development. At land opposite Junction with Headley Road/Riddington Road and Kingsway (Planning Application No. 06/0163/1/SY) (17/03/06)
The Plans & Environment Committee received the above planning application at its meeting on 17th March 2006 and have made the following objections to Blaby District Council:-
The Town Council objects to the applications for the following reasons:- The proposed development would have an unsatisfactory relationship with other nearby uses that would be significantly detrimental to the amenities enjoyed by the occupiers of those properties, due to considerations of overbearing effect. The proposed development would be significantly out of keeping with the character/appearance of the area. The Town Council is concerned about the possible damage to the roots of the existing trees at the site.
The Braunstone Town Parish Plan published in November 2003 aims to secure the adoption, as Supplementary Planning Guidance and in the review of the Local Plan, measures identified by the community to improve and endorse the quality of the built environment. The proposal will have a detrimental effect on open spaces identified in the Parish Plan proposals Map.
The applicant should be recommended to approach either Meridian Business or Leisure parks to see if a more acceptable location could be found so as not to detract from the residential amenities.

A planning application has been received by T Mobile for the installation of 1 x 12m high replica telegraph pole with 3 no. shrouded atnennae, equipment cabinet and ancillary development at Land opposite Junction with Headley Road/Riddington Road and Kingsway.
The Town Council will receive the application at the next meeting of the Plans & Environment Committee on 16th March at 7.00pm There is opportunity for public participation at the meeting.
Leicestershire Rural Partnership's E-Government for Parish Councils' Annual User Group Meeting (27/02/06)
At the third meeting of the Leicestershire Rural Partnership’s E-Government for Parish Councils’ Annual User Group on 24th February 2006, the Town Council was presented with an award for Outstanding Achievement for is support to the Rural Partnership whilst it was setting up the leicestershireparishcouncils.org website in 2002.
The leicestershireparishcouncils.org website provides councils with an effective way of keeping their parishioners informed of the official business of the council. Since it has been established, the site has been supporting parishes in building their own websites and many parishes in Leicestershire are now using the site.
The Town Council would like to thank Ray Smith and his team at the Leicestershire Rural Partnership for involving the Council in the scheme and providing parish and town councils with this valuable tool.

Foxholes Spinney & Holmfield Park Consultation Event - Monday 3rd April 2006 at 7.00pm - Braunstone West Social Centre (27/02/06)
The Town Council has been invited to work in partnership with the Environment Agency with a view to enhancing the Foxholes Spinney Area. The Environment Agency has £60k - £70k to complete the project with would include improving access and the footpath along the Foxholes Spinney boundary and also has £12k that could be allocated to providing a bridge to make a new access link to Woodland Drive.
A combined consultative meeting has been arranged to invite local residents to have their input on this exciting scheme as well as to the Holmfield Park improvements.

Park & Ride Update (14/2/06)
Braunstone Town Council has recently decided to lend its support to the proposed Park & Ride Site opposite the Police HQ. The Council is however looking for a substantial package of other road improvements in the area - particularly on Narborough Road South.

Ayston Road - Planning Issues (31/1/06)
We have received many enquiries about the building work at 15-17 Ayston Road. Apparently Building Regulation Approval has already been granted for the conversion of the property to 4 Flats.
A separate Planning Application (o6/0055/1/PX) has also been received for the erection of a single storey dwelling at the rear of 15-21 Ayston Road.
Free Security Service for Older People [19-Jan-2006]
From January to March 2006 ‘Safe at Home’ will fit home security products free of charge.
The Blaby District Community Safety Partnership will be piloting the project with Leicestershire Safe at Home and Help the Aged. They will be securing the homes of vulnerable older people to reduce the risk of loss through burglary and providing peace of mind by reducing their fear of crime.
Are you an older person who is worried about your home safety or security? Do you know of an older family member, friend or neighbour, who may need this service? then contact 01530 837 097. Lines are open between 9am and 12noon on weekdays. To qualify for the free service you need to be over 60, with less than £20,000 in savings and live in the District of Blaby.
OBSERVATIONS ON LEICESTERSHIRE COUNTY COUNCIL’S CONSULTATION REGARDING THE PROPOSALS FOR A PARK AND RIDE SCHEME FOR THE JUNCTION 21 AREA (13/1/06)
The following observations were agree at the Council meeting on 12th January 2006 :-
In principle, Braunstone Town Council supports proposals for a new Park & Ride facility at the corner of Leicester Lane and Narborough Road South, Enderby, subject to the following being provided:-
i) An Environmental Impact Assessment being completed which would demonstrate that the proposal would not have an adverse effect on parts of Braunstone Town that have been declared Air Quality Management Areas;
ii) Existing and forecast vehicle movement figures being provided which would show that the traffic flows between the Osiers Bridge and the M1 would not be significantly increased by the proposal, together with the forecast for reductions in traffic along the Narborough Road South;
iii) That reassurance is given that only development directly associated with the Park & Ride site will be allowed in the green wedge;
iv) Improvements to the wider highway network be guaranteed and implemented parallel with the development of the proposed Park & Ride site and prior to it commencing operation. These should include:-
a) Proposals to alleviate noise and pollution along Narborough Road South in Braunstone Town, ie widening of the central reservations and undertaking extensive tree/shrub planting so as to reduce noise and pollution;
b) Reduction of the speed limit along the whole length of Narborough Road South;
c) Improved signage to direct users of the Park & Ride from the M1 approach via Lubbesthorpe Way rather than the Asda Roundabout;
d) Install low noise surfacing along Narborough Road South;
e) Safety, access and capacity Improvements to Asda Island (specifically improvements to enable safe access from the West NRS service road) and Everards Island and improved traffic light sequencing in the wider area.
f) That when the above improvements have been completed, the level and speed of traffic along the Narborough Road South Service Roads are monitored.
v) Any planning consent be conditional upon there being adequate physical measures and supervision being put in place to prevent the facility becoming an overspill car park for Fosse Park.
vi) Complementary measures such as restrictions in City Centre Parking be introduced in conjunction with Leicester City Council to ensure that reductions in the traffic flows along the Narborough Road South, resulting from the Park & Ride proposal and associated highway improvements, be maintained for the long term future.
vii) Narborough Road South should not be used as a route to or from the City Centre for the Park & Ride buses.

Proposed Park & Ride Site
At the Council meeting on 12th January Braunstone Town Council will be considering its position in connection with proposals for a new Park & Ride Site at Leicester Lane Enderby (opposite the Police HQ). It is claimed that the proposal could reduce traffic flows along Narborough Road South, however there would probably be an overall increase on the Junction 21 slip road. The proposal could also be linked to other highway improvements.
