Narborough Road South - Town Council Consulted 13th November 2008

Officers from Leicestershire County Council attended Braunstone Town Council Meeting on 13th November. They presented details of the proposed £1.5m environmental improvement scheme which includes :-

* Introduction of green spaces (see artist impression)

* New Fencing

Town Councillor's referred to an earlier meeting in September 2006 when it was suggested that the carriageways could be narrowed to allow new fencing and planting along the entire length of the road. It was also suggested that a noise reduction surface could be installed together with a 40mph speed limit. Improvements to Fosse Park Island were also promised to ease traffic flows. Councillor's were concerned that the scheme had been scaled down. Officers referred to the Narborough Road South resurfacing which was completed in 2004/5.

The matter will be considered by Town Councillors again at the Plans & Environment Committee meeting on 11th December 2008. Leicestershire County Councils Consultation Closing date is 5th January 2009. Further details available at www.leics.gov.uk/nrs

Narborough Road South Improvements Public Consultation

Leicestershire County Council will be carrying out consultations with local residents on their proposals for the Narborough Road South Improvements. There will be:-

* Mobile exhibition on 13th, 14th and 15th of November 2008.

* A consultation period of 6 weeks up until Monday 5th of January 2009 as below:-

* If there is supoprt for these proposals construction work could start early 2010.

Views express during the public consultation period will help Leicestershire County Council with its design.

What can you do?

* Visit the exhibition on board the Mobile Community Centre Bus at various locations on the Narborough Road South service roads.

* Complete the questionnaire, available from the bus and the Braunstone Civic Centre and return it either at the exhibition or in the pre-paid envelope.

Proposals
Introduction of green spaces.
Leicestershire County Council is proposing to improve the general environment of Narborough Road South by introducing landscaped green spaces. They aim to create the space required to achieve this by moving the kerb lines, on teh service roads creating 'build-outs' where possible.

These built-outs would provide suitable areas for shrubs and trees to be planted, bringing vegetation and colour to the area. More information on the build outs and their possible locations will be shown at the exhibition or can be obtained throught the contact details on the back page.

New Fencing
The existing fence plays an important role in the safety of Narborough Road South both for pedestrians and drivers, by separating the service road users from through traffic on the dual carriageway. Leicestershire County Council is proposing to replace the existing fencing and has looked into some potential alternatives. Leicestershire County Council would liek your views on the different types of fencing that could be used. These can be viewed at the exhibition or further details can be obtained through contacting:-

Traffic on Narborough Road South
The £1.55M proposed improvements are designed to reduce the environmental impact of the high traffic volumes using the corridor and include:
* Review the dual carriageway speed limit and signing.
* Reducing lane widths on both the dual carriageway and service roads to better control traffic speeds.
* The possible introduction of low noise surfacing on the dual carriageway.
* Renewing the existing fencing with the introduction of landscaping on the widened reservations between the dual carriageway and service roads.
* Amendments to the existing traffic calming measures on the west service road.

Consultation Promised

Leicestershire County Council have recently confirmed that various options are being considered and subject to further appraisal and detailed responses from statutory undertakers (electricity/water/gas/telecommunications etc)it is intended to bring feasible options forward for consulation during summer 2008.

Statement by Leicestershire County Council

At the last meeting of Leicestershire County Council C.C. Nick Brown asked for an update on the Proposed Narborough Road South Improvement Scheme. He was provided with the following statement :-
1. The main issues identified for the A5460 Narborough Road South are:
The poor state of fencing between the service roads and the main carriageway.
A desire to improve the visual amenity of the Narborough Road South corridor.
A desire to reduce the level of road noise experienced by frontage residential properties.

A number of outline options that could address these issues are being developed and, subject to Cabinet approval, it is planned to take these ideas forward for public consultation in autumn this year. Low noise surfacing will be one of the options taken to public consultation.

2. Subject to the outcome of public consultation on outline proposals, a detailed scheme will be available for public consultation in early 2009.

3. In order to minimise disruption associated with the road works, work will begin on the Narborough Road South corridor once construction of the Enderby Park and Ride site is complete. It is currently anticipated that this will be in autumn 2009. The construction period for the Narborough Road South corridor is likely to be about six months, depending on scheme detail.
